It's not a stalemate, because Moontide calculated wrong. In the last round, with only two people left, it would only take one vote to kill and obviously Moontide votes for who he now knows is the Mafia. In cases like this the last round isn't even played, it's automated, since we know the outcome.

That would be why the doctor wins even if he’s outnumbered. Because the Mafia all attack him, but it only takes one save to counter.
