Well the system works against us with that issue- if they reach 7K posts yes they can become a ToO Veteran- but they will never be able to obtain Ultimate or Inflation if they don't have all of the Degrees.
By the time 6999=< posters get to that point, probably the Veteranship status won't be that much of a big deal - there'll be bigger fish to fry, so to speak. So, I guess it's not going to be a big deal by then.

Those moderators with a Work Permit can get a job as a "Police Officer" now.

Are these veteran bonus's based on current situations? Or do these count towards all time? (i.e. can a person who is not currently a veteran become a veteran later on)?

Well with the posts- yes they can become veterans later on. But not with the degrees.
