Sometimes it is hard for people to appreciate the historical significance of something which they have no connection to.
The Padded Room does not add to post count because it is for borderline spam. Hillingdale does not give money because it is spamish, but some valid content, so it does add to post count.

It is because you are getting to the announcement through City Hall (which is locked). So if you just go to a forum like Finneman's Market or The Steps of City hall and then click on the announcement, it should allow you to post. Make sense?
