Actually, that was quite a long while ago now. And I didn’t see this category as disqualifying anyone who has ever left, as long as they are here now and you believe they are not likely to leave from the time of nomination onward.

Right, so everyone has done it. I'm pretty sure the category isn't asking for someone you think will never close the ToO from their browser at any point in time, because no one would qualify for that. It means someone you think will never leave, with the intention of never returning, or at least taking a very extended break.
