Tower of Babel

Recently, I read Tower of Babel for the first time this question really stood out to me: "Who is the author of confusion?"
Based off the narrative of the Tower of Babel, one might say it is God.
“The Lord said, ‘If as one people speaking the same language they have begun to do this, then nothing they plan to do will be impossible for them. Come, let us go down and confuse their language so they will not understand each other.” (Gen 11:6-7 NIV)
-Does Satan take God’s example of using confusion to hinder unity among people? (Hinder John 17- the Body becoming one and bringing forth the kingdom?)
- Or does God mimic Satan in the use of confusion?
Also story is reconciled with 1 Cor 14:33-“For God is not a God of disorder but of peace –as in all the congregations of the Lord.” in that it has nothing to do with the assembly of the Christian church, which is the context of the famous "God is not a God of confusion" phrase.

God didn’t confuse the people at Babel because he disapproves of unity, it was because those people were using their unity the wrong way.
