So, I noticed the ToO was out from 3:15pm (EST) to now. Though, I haven't checked it since about an hour ago. But it was definitely out for at least an hour.

The ToO's reliability has been markedly improved since the RAM upgrade. However, I have experienced some short periods of downtime.
I have been robbed of my rightful secret moderator powers! Vote here to help me get them back!

I've made a few other tweaks as of 2 minutes ago. Please continue posting updates about downtime and I will continue to monitor the situation!

It was down for me starting at 8:03 PT.

The downtime was from about 8:30 to 10:30.

For me it was down 5:08 (when I tried to get on) and then was down all the way through 8:00 PT when I finally went to bed. It still wouldn't connect, I just stopped checking.

Since the issues were already happening before it was made the new default I don't see how. (I'm fairly certain, though not entirely, that just being in development it wouldn't affect performance of the site as a whole, only when it was made to be the one everything tries to use for the next month.)
