As little as I like defending the NFL, that actually was handled. http://profootballtalk.nbcsports.com/20 ... s-mistake/

So yes it was called horribly. However it did not have as big an impact as some other blown calls. And as a result the ref was downgraded and the NFL has instructed officials to avoid offsetting penalties in fight situations so that there is an actual ruling and it doesn't just offset.

That doesn’t make any sense.
I assume you mean they want to only flag one side, ideally the instigator, when a fight erupts (unless of course individual players start getting out of hand) which is a good idea, but doesn’t apply here. That would have meant flagging the 49ers, who started it, which would still have offset.
